ライスショック

NHKスペシャルで今、”ライスショック”と題したドキュメンタリーが放送されている。
その番組では、日本の農業が未曾有の危機に直面していると警鐘を鳴らしている。
そして、主食である米はなんとしても自国でまかなうのか、それとも米さえも自由貿易の対象にするのか、番組ではそのことを考えさせようとしている。

考えてみれば、コメ問題は日本の”宿あ”であるようだ。
江戸時代中期、時の将軍徳川吉宗は、米価下落に頭を抱えていた。
主食いや当時は第二の通貨でさえあった米の値段が下げ止まらない。
当時、日本の支配階級である武士の俸給は米だ。
しかし、第二の通貨といっても米では何も買えない。
そこで、米を金に買えるわけだが、米価が下がるということは、それだけ換金できる金が減る。
一方、醤油や油といった生活必需品の価格は右肩上がり。
これでは、日本の支配階級である武士の生活が立ち行かない。
将軍吉宗はあの手この手を使って米価を維持しようとするが、果たせなかった。
しかも、このコメ問題は彼以後の江戸時代を通じて解決されることはなかった。
そして、時を越え、現代においても未だにコメが問題になっている。

江戸時代も今もそうだが、米価下落が大きな社会問題となる。
その理由は何かといえば、端的にコメがだぶついているからであろう。
当時も今も農業といえば、米作なのだ。
当時はコメ本位体制だから是非もないが（もっとも、このコメ本位制に構造的欠陥があったから幕府は立ち行かなくなったのだが）、ライフスタイルが多様化した現代にあっても、米作を死守するというのはいかがなものだろう。
あらかじめ断っておくが、水田の持つ涵養機能であるとか、日本食のバランスの良さなどは、ひとまずおいて話しを進める。

どうも日本は未だにコメの呪縛から解き放たれていない。
どうして他の農作物栽培が普及しないのだろう。
全国津々浦々、田舎という田舎には田んぼしかない。
もちろん、野菜や果物の名産地はあるが、それでも農業の中心はコメだ。
コメの栽培は、北陸や北東北に任せて、それ以外の水田は他の農地に転用するというのがそんなに困難なことだろうか？
食料自給率の向上を声高に叫ぶ割りに、日本の農業政策は米作にばかり目が行っている。
日本のお役所は未だに、石高制であるようだ。

NHKスペシャルでもある教授が言っていたが、コメもあくまで野菜の一種類であるという視点は重要だと思う。
それを踏まえた上で、地産池消を目的とした農業政策を政府は考えるべきではなかろうか？
